Absolutely! Many bowhunters carry an arrow with a blunt (or other small game point) when they are hunting. They use if for small game and for stump shooting. I have never heard of a law against carrying an arrow with a blunt head, but if you are shooting big game then you are legally required to use a broadhead (atleast in Ontario).

If you are hunting small game then your arrows will most likely be tipped with nothing but blunts or other small game heads.
