If the referee changed his mind before the ball was put back into play, then yes. Otherwise no. It happens sometimes on throw-ins where the referee isn't quick enough on the whistle to correct the throw-in direction.

He cannot change his mind about whether play has stopped. That happened the instant he blew the whistle.

He may change his mind about restarts, goals scored or not, misconducts, etc. until play is restarted.

No. Once a game is called, it can't be reversed. If you watched the USA game the other day. USA had a perfect goal to give them the win, however, the ref called a foul on the US and took away the goal. The ref has never said what the call was either.
