Yes it is. Cities normally host Olympics and Luxembourg is a country. While it is small it is still more than big enough to host the Olympics. Like any city that has hosted the Olympics, all it would need would be to build some more facilities.

Any country can bid for a slot. The reason Third World and other poorer countries don't is because hosting the Olympics comes at great expense to the country and city which hosts it, and the host nation does not actually come out ahead financially for it.

However, locations for the Winter Olympics, which require extensive ice and snow, are much more restrictive as regards available area, climate, and access (Innsbruck, the site of the first Winter Youth Olympics in 2012, had to haul in snow for the Olympics in 1964). Because the Games are expensive, rules now limit host countries to those that would likely not suffer adverse impact from bearing the immense costs. This effectively prevents developing countries from hosting a Winter Olympics.
