While there isn't any rules to prohibit this at the national level, there may be rules in the league that prohibit this. Normally this is discouraged in league play.

Dry lanes refer to a lower amount of oil on the lanes than the bowler is used to, generally resulting in a much larger hook, or curve in the path of the ball down the lane.

This is in reference to the oil patter. Wet lanes have alot of oil on them. This usually requires a bowling to make an adjustment to their shot. The oil will move down the lanes as each bowler throws their shots, which will require shot adjustment often.
as long as possible I have been to many tournaments and practice really helped me when you practice make sure you keep changing lanes to get you used to adapting to different lanes.

According to the USBC you cannot place anything on the bowling approach which may alter another bowler's performance ability. It is usually considered okay, however if someone complains that it is altering their play, then it is a violation and the president should tell the violator to stop immediately, if they do not, they can forfeit their scores or points for the game.
A polyester ball is also known as a plastic ball. The ball will not "hook", unless the bowler has a decent rev rate, or the lanes are dry.
Synthetic bowling lanes are made of compressed paper with a "lane" look inlay over the top that is then sealed. This provides a more consistent shot than traditional "wood" lanes. However a lot of traditionalist bowlers feel that bowling on "wood" lanes is the true showmanship of a bowler. If a bowler is standing on the approach waiting to throw his ball, you must wait until they are finished throwing the ball. You are supposed to look at least two lanes down each way to make sure no one is bowling. The right lane always has courtesy
This is in reference to the oil on the lane. If there isn't much oil on the lane, the ball can get get out of control easily. Especially for the swing or hook shot bowler. For them, the less oil there is, the fast the ball will back to the pocket. This can make for a very difficult adjustment to the shot.
