You could, but it probably wouldn't be comfortable. You might also get a rash.

In addition, wearing the boxers would be pretty pointless. The speedo would already be covering you junk, etc.

Depends how much you want to 'show off'. Obviously, decency aside, I would personally choose to wear either tight boxers, or a pair of 'Jammers' (made by Speedo - yes, they are designed for swimming), but they create a very flat 'front', holding everything in, yet still remaining flexible.
