Many dirt bikes are also street bikes. In fact, I know that Yamaha makes several, as my father has one. Those are legal, but I think they have to be approved. And you still have to get a motorcycle licence.

As far as dirt bikes, such as mine (Kawasaki KLX110) you would most likely be told to not ride that on the road.

Yes but you need to do certain things such as adding head and tail light, brake light(controlled by the rear bake or rear and front brakes), turn signals, mirror or mirrors, horn, street tires, and a place to mount the license plate.
