If a person is swimming just for exercising (not in competition), it will help tone muscles. It also helps improve cardiovascular health and lowers blood pressure. Swimming is a great way to excercise because of the lack of stress on joints. Swimming is often recommended for overweight people because it does not put stress on the knee joints. It can also help in rehabilitation and physical therapy.
It is a very good example. It is good cardio and the lack of impact allows for a good work out with less stress on the joints.
It is a good fitness choice for just about everyone. It is a whole body exercise. It is good for people with physical limitations who may find other forms of exercise painfull

Yes swimming is a very good exercise. You use every mussel in your body and burn a lot of calories. Swimming is one of the best sports (in my opinion). Also, when swimming you do not put much strain on one joint or mussel, this lowers the likelyhood of injury.

To answer your question: Yes. Swimming underwater is good exercise for your muscles because of the increased resistance water has against our legs and hands which takes more energy to move against it thus creating slight muscle tone

And when your underwater use you use stomach musles more than any thing else
