Ever since the inaugural edition of the competition in 1975, the Cricket World Cup has been held in odd-numbered seasons - or, in the case of those seasons in the Southern Hemisphere with overlap calendar years, the competition is held after Christmas, so the games have been played in even-numbered years. The prior, and next, tournament to the 1999 competition were held in 1996 and 2003.

I think your question should why was it not played in 1991 but instead was played in 1992.

This problem arises because of the cricket seasons of different countries. England play cricket in their summer which is from May to September. Indian subcontinent plays cricket in their winter which is from October to March. And Australia plays cricket in their summer which is November to March.

3rd world cup was play in June of 1983 in the summer of england. Next world cup was suppose to be played in Indian subcontinent where they would play in October - November. Hence the the next world cup i.e. the 4th was played in October-November of 1987

The next world cup was suppose to be played in Australia season which is November to March. But Australia prefers to play ODIs starting february as those months get really hot and are not very suitable for test cricket. So they arranged the world cup at the end of their 1991-92 season. Hence you got world cup at 1992 Feb-march.
