Not only football, but cricket, hockey (?) and other English games. is it because you need an even number to create a formation plus a goal keeper, wicket keeper etc. It must date from the Victorian era when these games were issued with rule books as football originally had scores of players, hence Eton Wall Game; but why 11?

if one team pulls their goalie to add a extra player their will be 11 players but the team with 6 players will not have a goalie. other wise their will be 10 players and 2 goalies unless there is a penalty in which case the player that commited the penalty will sit in the penalty box for 2 or 5 minutes depending on the call.

Teams have eleven players because in the 19th century - when football was just beginning - classes at the English 'public schools' (which are really private schools) had ten pupils. Early games were often one class against another - so ten pupils plus the teacher makes eleven players.
