The concept of Rugby is attributed to William Web Ellis a private school pupil (of Rugby School Warwickshire England) who when playing football (soccer) in 1823 picked up the ball (which was allowed in that game at that time) and instead of retreating to pass the ball to a team member, as was the rule, he decided to run toward the opposing teams goal line. The idea caught on and the games developed as more Rugbians took to this new idea. The game went wider when students went to universities and the armed forces until in 1837 the Football Association decided that carrying the ball was to be outlawed, 6 clubs that liked the carrying concept left and formed the Rugby Football Union (RFU) and thereafter formalised that game's rules.
There doesn't not appear to be a specific inventor of this pass, also known as the torpedo pass. It appears to have naturally developed from the passes used by the scrum half. This is because its used in long passing as the dominant hand (normally the right) naturally turns in to the body as the hand releases the ball. the same applies to the reverse pass which Gareth Edwards of Wales and Cardiff developed where he took the ball from ground level and made it look that he was going to the blindside of the scrum when in fact he who flick the ball behind him. In the initial games he did this it was to Barry John (fly half).
Scrummaging has always been apart of the game. However, the original Scrummage was nothing more that both sets of players (up to 40 each side) on a muddy field taking what was a maul. Originally there was no distinction between an awarded or scrum and a loose scrum, today we call it "a ruck". The side awarded the scrum had one player put the ball on the ground and let go of it; there was no requirement of a tunnel. The onside line was dictated by the ball; so players were required to remain behind that line. A scrum would most commonly be awarded when a stalemate occurred between the player with the ball, who would declare "held", and opposition players holding him, who would call "Have it down!". The early rules did not draw a clear distinction between players in or out of a scrum, and did not require players in the scrum to bind. The early rules of rugby, even after re-codification as "Laws of the Rugby Union", said the object of players in the scrum was to kick the ball towards their opponents' goal line. This provision remained in the laws for approximately 20 years after practice had changed in the late 19th century.
