Well, that all depends on how your school works. Some schools are 14, some 16 and some 20. But in the end, the coaches decide who letter anyway. So say you had 10 quarters, but you filled in a spot after an injury and helped the team and did good, well I'm sure they'd letter you.
As far as I know that is a decision that is made by the coaching staff/individual school. My high school coaches required a player to play in at least half of the total quarters played in the regular season, or 20 quarters for a 10 game regular season schedule.
