Yes. The runner must touch home plate prior to being tagged for the run to score. If the defensive team does not tag the runner or step on home plate, the run counts. This is an appeal play. If no appeal is made by the defensive team. the run counts.

If you skip a base, regardless of walk, hit, or steal you will be called out if you are caught. i.e. going from 1st to 3rdnd without tagging (physically touching) 2

When do I need to re-touch my base before running to the next one?

You need to retouch your base when: * A ball is caught on a fly. You can touch the base (this is called "tagging up") and then run to the next one. If however a fielder with the ball touches the base you touched it, you're out. * A foul ball, or an otherwise dead ball (such as following a time out).

Does a player have to retouch first base before going to second base if they turn to the right?

I'm assuming you mean if they routinely overrun first base and trot off towards foul territory. No, they do not have to retouch first base. They are considered safe and standing on first base AS LONG AS they turn towards foul territory. If they turn the other direction, they are assumed to be running towards second. Either way they wouldn't have to retouch the bag.

In softball how can a runner be out?

The batter is out, if they hit a ball in the air and a defensive player catches the ball before it touches the ground, in fair or foul territory. If a defensive player has the ball in control and touches a base before the runner, the runner is out. If a defensive player has the ball in control and touches the runner with the ball in their hand or glove, the runner is out.
