The fact is that you can catch both Latias in RSE. But you can only catch one of them per game. If you make the mistake of using your Master Ball on Rayquaza, Groudon or Kyogre, use a Wobbuffet. Wobbuffet have an ability which causes fleeing Pokemon, such as Latias, to stay in battle. Catching a Wobbuffet with high HP helps, as you can catch one of these in the Safari Zone. Then, catching this Latias should be a lot easier.
you should also have a mew with you this way latias/latios wont be lonely bet you didn't know that now did you?
PS:
1) Master Ball can be obtained from the Lilycove Department Store (lotto) but the chances to get it is 1 in 100000 (first prize reward). So you can have a second Master Ball without hacking or action replay etc. (something many people do)
2) Other than Wobbuffet, you can also get Pokemon with moves like Block or Mean Look as they prevent escape as well, except that your speed has to be faster than Latias.
3) Latias and Latios can be found in Emerald (both)

I don't think anyone knows. But I read somewhere that he was thrown to some 'wild beasts' as a 'reward'. I'll put the address so you can see it. It's mostly about other things in Rome but there is a bit about the colosseum. http://www.romaturismo.it/v2/romain48ore/en/romain48ore.html Other than that I don't think anyone knows. Every other website i found just said 'the unknown architect'

The Colosseum was called the Flavian Amphitheatre when it was built. The name Colosseum would not come to be applied to the building until the end of the 1st millennium A.D. The name derived from an enormous statue of the Emperor Nero right next to the amphitheatre. The statue was known as the Colossus of Nero after the Colossus of Rhodes, one of the Seven Wonders of the Ancient World. The name Colosseum gradually came to be applied to that amphitheatre by nature of it's proximity to the Colossus and it's own colossal size.

Titus opened the Colosseum, his father Vespasian had decided to build it to keep the citizens happy and from rioting. Vespasian died before the Colosseum was fully built but Titus opened it and had a thirty day killing spree of the Gladiators.
There was no set age for a gladiator, it was size that mattered. A man had to have reached his full growth in heigth and had to have begun to fill out. Generally this is/was about the age of 20. No owner of a gladiatorial school would dare put a skinny teenager up against a hefty seasoned gladiator.
The Colosseum was a huge building that held gladiator fights and lots of entertainment for the king and the people of Rome. Now days people say they hold concerts and differant things for people.I hope this all helped its all true.

the colliseum was built by hundreds/thousands of roman slaves/workers
It is said that thousands of slaves built the Collosseum during the reign of Vespasian and his son Titus in 70 A.D to 82 A.D.
If you mean for the building of the Colosseum, it was the Flavians. If you mean maintence, it was the public slaves.
