First of all, they need start young, and have to just LOVE figure skating that they cannot live without practice. But the most important thing is their body shape, length, size, and weight. They need to be long(but if figure skaters are too tall, they wouldn't look natural, because the blade is like 5cm long.)and thin but have big and thick bones.
