However if one includes West Saint Paul which is situated on the very steep river bluff just across the Mississippi river from the downtown core of Saint Paul, the highest point is then Imperial Drive and Stryker Ave at what is called Imperial Ridge, at an elevation of 1,115 feet above sea level. The Mississippi river is at about 685 feet above sea level in Saint Paul which makes for a total variance of +430 feet between these two points. This variance occurs in dramatic fashion climbing 200 ft in less than 1/2 a mile when starting at the Mississippi river at Plato Blvd and Ohio St on the West Side (near Harriet Island) and heading straight up the giant river bluff via Ohio St and then continuing upwards onto Stryker for another 1.8 miles to the top of the bluff in West Saint Paul at Imperial Ridge +430 ft from the river at a verified elevation of 1,115 feet.
There are many other hills and bluffs surrounding downtown Saint Paul as well, Cathedral Hill, Ramsey, Grand Ave, as well as Mounds View Park where you can see out over Saint Paul onto Minneapolis and beyond. Another great climb is up Butler Ave starting from Concord near the Mississippi river in South Saint Paul and heading up towards Robert St and again Imperial Ridge, also +430 feet up the same West Side bluff but from South Saint Paul.
