I'm not a specialist in this topic. However, I understand that the kulaks were the individuals who benefited from Lenin's New Economic Policy, during the mid-1920s. They were able to create farms with multiple machinery and animals (yes, I know...sinful...), and were regarded as better-off than the majority of the Russian peasantry (numbering about 82% at the time and suffering poverty and famine on a regular basis).

Stalin regarded this population as contrary to the communist ideal of egalitarianism and economic commonality. He therefore ordered their liquidation, so as to appease those of the peasantry who were jealous, display his unadulterated devotion towards communism, and implement his first Five Years Plan, which represented virtually complete state control over the Russian economy.

The highlights of the achievements of this Ministry. The allocation of funds for various schemes/programmes for tribal development has been increased from Rs. 630 crore in 1999-2000 to Rs. 810 crore in 2000-2001 and Rs. 1040 crore in 2001-2002, representing an increased of 65% over the year 1999-2000.

A National Scheduled Tribes Financial and Development Corporation (NSTFDC) has been set up with an authorised share capital of Rs. 500 crore. NSTFDC is an apex institution for financing economically viable projects for Scheduled Tribes and extends financial assistance at concessional rate for income-generating schemes costing upto Rs. 10 lakh per unit, provides grants for skill development programmes for STs and fill the unit, provides grants for skill development programmes for STs and fill the critical gaps by providing backward and forward linkages for activities undertaken by STs whose family income does not exceed double the poverty line income limit. Level of Special Central Assistance to Tribal Sub-Plan of States/Uts increased from Rs. 400 crore in 2000-2001 to Rs. 500 crore in 2001-2002. Close monitoring is being done to ensure full and proper utilization of the funds provided to the States/U.Ts.

Level of grant-in-aid to States under art. 275(1) of the Constitution increased from Rs. 200 crore in 2000-01 to Rs. 300 crore in 2001-2002. Major shift in the procedure for release of grants has been made. Grants are now released for specific infrastructure and other projects after discussion with the State Governments to achieve better targeting of the expenditure. 100 Residential Schools proposed to be set up during the 9th Plan period by utilising part of the allocation for grant-in-aid under art. 275(1) of the Constitution, to improve the quality of education being imparted to tribal students. 75 Residential Schools have already been sanctioned, out of which 12 schools are already under operation. Funds provided to State Governments/Uts for construction/improvement of about 1400 kms of roads in tribal areas, 250 staff quarters for schools, 200 school and hostel buildings 1600 class rooms, 50 community centres, and also for drinking water facility, rural electrification, culverts/cause-ways and rural irrigation projects.

During Tenth Five Year Plan, about 510 projects of NGos were provided financial assistance to the tune of Rs.146.16 Crore under the scheme of "Grant-in-aid to Voluntary Organizations" which benefited about 4.63 lakh scheduled tribe people. Encouragement is being given to performing NGOs by entrusting need based projects in service deficient tribal areas

For the development of Primitive Tribal Groups, Rs. 105.03 Crore were released during Tenth Five Year Plan for various activities viz. housing, land distribution, land development, education, agriculture/horticulture development, health, etc. taken up through State Governments and NGOs. Besides this, lives of heads of 409500 number of PTG families were insured under "Janshree Beema Yojanna" of Life Insurance Corporation of India.

Post-Matric Scholarship for pursuing post-matriculation courses, including professional, technical and non-professional/non-technical courses extended to Rs. 3.66 lakh ST students during 2000-2001. Construction of 92 boys and 40 girls hostels sanctioned.

firstly his childhood was pretty messed up and violent he was a streetfighter, a pirate, a crime lord and a murderer. as to his "evil" deeds as a politician he pilliged towns in the soviet- polish and Russian cililwar in 1920s. as dictator of the ussr he purged the communist party, the military and the country in the 1930s sending the victims ethier to death or to work camps were they could die. he also started collectivition (neo serfdom of the peasents) in the 1930s which resulted in a famine in the ukcrain and russia, he also killed farmers that didnt fall into line. in WW2 he killed many inocent politicle prisoners, killed poles, deported minorites to siberia and killed German prisoners, he also shot his own soldiers made bad war decions, killed comanders and let his army ravage countries. at the end of the war he rounded up German civillian and made them work in siberia many died, he even reopened some nazi consentration camps and killed polliticle enemies. he also sold weapons to other countries during the cold war. but unlike Hitler it can be argued that all of his crimes helped make the USSR great and increased standerds of living

Joseph Stalin specifically was not the classic definition of "racist", wherby one ascribes superiority or inferiority to racial divisions in an organized manner. Yet, his "racism" was just as racially-biased, but more so on social class than on ethnicity. Rather, what Joseph Stalin was averse to, much like his nemesis in Nazi Germany, Adolf Hitler, was an organized economic system predominated by Jewish bankers.

There was this imagined 'boogeyman' of Jewish elites, which both Hitler, Stalin, and even much of the U.S. believed, controlled the world's finances in but a few men.

This concept is why Hitler and Stalin chose their "Socialist" policies to dissolve the economic influence. Like Hitler, Stalin also thought the Jews were a threat to the Communist system, and therefore Stalin's power as the General Secretary.

He felt, in the same way that Adolf Hitler did; that the Jewish populous were 'naturally' inclined to exploit the economic difficulties of others, and his pogroms sought to remove an economic discrepancy he saw as inevitable, if the Jews were allowed to remain wholesale in the Soviet Union. Although Stalin did not see the Jews in the same racially-inferior light as the Fascist Nazi Germany regime, he still classified the Jews in the same 'parasitic-natured' class as where Hitler placed them.

Thus, Stalin killed more Russian Jews than the famed National Socialist dictator in the Third Reich, in pursuit of removing their influence.

Both of them were extremely dangerous and powerful and killed millions of people, tried to destroy world powers, and were engaged in experiments to destroy the West.

Hitler had an enormous control of his party and the German people as a whole. He was arguablly the most skilled orator in the history of the world and could get even the most sensible of people to do terrible things. He had an extremely powerful state police who he sent to intimidate political rivals. Of course, he ordered the Holocaust and killed around 10 million people. He tried to design the first Atomic Bomb (and probably could have managed it if it weren't for a US sabataugeing effort to destroy the Reich's supply of Hard Water).

History books tend to forget the 7 million peoples killed in the 30s by Stalin's secret police. Stalin was brutal, he didn't care if the Germans captured and killed his own son. He succedded in building the Atomic bomb. He was willing to sacrafice the lives of 27 million of his people to cast out the German armies from his lands.

Both were devoted to aquiring more territory for their nation. Hitler started World War 2 to gain territory, Stalin used the war to take over lands in Eastern Europe as well as in Asia. Stalin aided communist revolutionaries under Mao Xing Zong in China to engage in the second most deadly conflict in Human History, the Chinese Civil War.

In all, they were both ruthless and dangerous people. They had support from their citizens and were devoted to spreading their own government. I gave you the facts, you form your own opinion.
