He isn't. Oh, he is not innocent, since he did in fact murder his brother in order to steal away his wife. But his administration is not corrupt, at least at the start of the play. He deals with the threat of Fortinbras efficiently and prudently; everybody seems to be happy with the job he is doing as king. Everyone except Hamlet, of course.

One of the factors in Shakespeare's mind was likely the question of succession to the throne. As Queen Elizabeth had no children, many people became worried as she neared death about whether she would be succeeded in an orderly way. During her lifetime she had been threatened by those who wanted to replace her with Mary Queen of Scots, and her sister had been threatened by the pretender Lady Jane Grey. To the Elizabethan mind, the proper person to succeed Hamlet Sr. would be Hamlet, and Claudius was an usurper. Part of the theme of the play (as in other Shakespeare plays such as Macbeth, the eight plays in the War of the Roses cycle, and Julius Caesar) is that to disturb the passage of power to the heir is to cause an unstable political situation. In this sense the adminsistration of Claudius might have been seen to be corrupt just because he was the king's brother, not his son.

those in power become paranoid about losing power and so pushes them to act immorally, but those who are under corrupt regimes and do not revolt out of fear are corrupt in a different way. we have an obligation to our future generations

First, gather what evidence you have and organise it so that when questions are asked of you, you can answer them quickly. If you know other people who can confirm what you allege, ensure they write down what they know. Having done this, start looking for an investigative journalist. Look at your local newspapers and see which journalist's names are attached to stories like the one you want to tell. Pick one that you think may be interested in your story and then write to him or her. Writing has much more impact than telephoning or sending an email. Give them enough information but do not be overly dramatic. No journalist likes a drama queen. Above all, be honest. Do not try to manipulate the journalist, as we hate being manipulated! Good luck.
We like to think our corruption isn't too bad but trying to address it does show why is is as bad as it is. Our system lacks accountability and transparency. Even when we know there is corruption we are unable to address it.
A good example was our Long Gun Registry. This was a data base with approximately 8 million entries, or long guns. The information for the data base was required by law to be supplied by the owners of the long guns and kept updated by those owners. Just about the easiest way to build a data base. If I contracted someone to build a similar data base it would cost maybe $2 million and that was the original estimate. Even with cost over runs $10 Million would be high.
It cost us Billions of dollars. We know it is impossible to spend that kind of money on such a program without corruption, theft and fraud yet all we get is assurances that all the money is "accounted" for and we got good value for our money.
Corruption can only exist when there is no accountability and a lack of transparency. Systems that do not require the government to account for the money it is spending and let people see where the money, right down to the dollar, is going are going to be corrupt.
