I would say people should NOT have a permit for every pet. Smaller pets, such as hamsters and goldfish, are very cheap and have very short life spans. There would be no point to get a permit to have goldfish every 2 weeks. For species that are more 'exotic' and may harm the surrounding environment if they escape may require permits. In addition pets that take quite a bit of experience to care for such as, say, Bengal tigers, would probably require a permit (not that you should own one as a pet.).

I myself had female zebra finches that laid an egg at least every two weeks, and of course they never hatched because the eggs were infertile.
