Generally, shootouts are used only in knockout games, to decide who will progress to the next stage of a tournament, or who will win it. Usually extra time has been played first. The team to take the first kick is decided by a coin toss. All players other than the kicker and the goalkeepers must remain in the pitch's centre circle. Each kick is taken from the penalty mark, with the goal defended only by the opposing goalkeeper. The goalkeeper must remain between the goal-posts on his goal-line until the ball has been kicked, although he can jump in place, wave his arms, move side to side along the goal line or otherwise try to distract the shooter. Each kicker can kick the ball only once per attempt. If the ball is saved by the goalkeeper the kicker cannot score from the rebound (unlike a normal penalty kick). Similarly, if the ball bounces off the goal posts, the kicker cannot score from the rebound. Each tea must choose 5 players to take the kicks and 1 goal keeper.
Using the arm to [deliberately] touch the ball is called deliberate handling and is a direct free kick offense. If a player commits a direct free kick offense within their own penalty area, then the direct free kick becomes a penalty kick.
Note that goal keepers are immune to this particular offense within their own penalty area.
Well, what usually happens is that they warn them and give the other team a free kick, but if it is blocking a shot or intentionally doing it to stop or do something, they could could red or yellow carded.
These words from the FIFA Laws of the Game: "The decisions of the referee regarding facts connected with play are final." Actually, all 17 Laws of the Game are equally important. It could be posited that any match can hinge on the call by an official regarding any one of these rules; it could make a difference in the game. It could make the difference. Some of the silliest little things can translate into major difficulties. There is wisdom in casting the Laws of the Game as one single unit. They form a complete foundation upon which to build a fair and safe competition. One that may be enjoyed by almost anyone at almost any age and at almost any skill level. From the "busy" U-6 match where the ball cannot be seen through the forest of little legs to the swift, powerful and elegantly played match that may be a World Cup final, the game is predicated upon a common understanding that has as its basis the Laws of the Game. This spare and inspired set of restrictions and their interpretation permits the true stars of the game, the players, to emerge and show themselves. Permits them and those who follow the Game to derive a maximum of joy and satisfaction for having participated in something as large and as encompassing as Soccer (or Football), none of which is possible without the commonality of the Laws of the Game to bind participants together.

In some youth leagues (under 8) there are no direct kicks, so if the ball were untouched into the goal, the kick would be retaken. If a defender touched it on the way to the net, the goal would count. This is similar to a throw-in, which cannot score a goal directly.
