I personally think it is Richard "The King" Petty. 200 wins, 7 championships and one of the first five inducted into the hall.

I can't argue with choosing "The King", but I'm going with Dale Earnhardt Sr. He brought racing to the next level. He also has 7 championships and was part of the Hall of Fame's inaugural class.
