A F1 car does not reach 200 mph speed. The fastest known F1 cars have been in the range of 325 kmph which works out to around 185 mph. The time taken by a f1 car to reach speeds are:

0 to 100 kmph (62 mph): 2 seconds

0 to 200 kmph (124 mph): 4 seconds

9 to 300 kmph (185 mph): 9 seconds

The numbers above are indicative and may depend heavily on the cars aerodynamic set up and gearing ratios. Also, the time taken might differ from one f1 car to another.
