Because if you have a high cardiovascular fitness level, your lungs and arteries can extract and transport inhaled oxygen particles to your muscles.

Whereas if you have a low cv fitness level, or have a high body fat percentage, less oxygen gets to the muscles, thus making them feel tired.

(by john) Running creates cardiovascular fitness but fitness deteriorates quickly if one stops exercising. Sprinters need explosive speed over short distances so they tend to be more muscular. Distance runners are usually lean because extra weight doesn't help them succeed.
