So I will go with what I think is correct and answer with Mike Anderson who was 26 years, 6 months, 25 days old when he was drafted by the Denver Broncos in the 2000 NFL Draft (born September 21, 1973 - drafted April 16, 2000).

So, if the player refuses to play they will have to wait a year and then get signed as a free agent. If that team doesn't do anything with the signing rights to the player they will not play in the NFL that year. If a player is not drafted they become an 'undrafted free agent' and are immediately available to be picked up by any team.
