In order to accurately determine the worst team in Major League Baseball (MLB), a number of factors could be used, including, but not limited to, the franchise's total losses, their Win-Loss Percentage, etc. However, in all fairness, there are teams who should rightfully be excluded from consideration, such as those teams who played for one year. By contrast, the number of years a franchise has been in existence, whether at one location or multiple location, or known by one or multiple names, should be taken into consideration as well. For example, in 2007, the Philadelphia Phillies, who began in 1883, became the first MLB franchise to record 10,000 Losses.

If the tool used to measure a franchise's overall success (or lack thereof) is their Win-Loss Percentage (W-L%), then, of the active franchises, the Tampa Bay Rays (1998-Present), who in 2,308 games played have a Win-Loss record of 1,038-1,270 (.450 W-L%) are the worst team in Major League Baseball (MLB).

Of earlier franchises, including those from the Federal or Players Leagues, or the Union or American Associations, the Wilmington Quicksteps (1884-1884), who in 18 games played had a Win-Loss record of 2-16 (.111 W-L%) are the worst team in history.

Just like calling someone the best, calling some the worst is subjective. Furthermore, there is no recognition given for being the 'worst' so there isn't even a list to debate.

Are the Milwaukee Brewers - who never won a World Series in the American League or the National League - the worst team in Major League Baseball?

No. Far from being the worst team is baseball, the Milwaukee Brewers have been very competitive in recent years. They appeared in the 2011 National League Championship Game, but lost in five games to the eventual world champion St. Louis Cardinals. In 2012, the Brewers, paced by red-hot Most Valuable Player candidate Ryan Braun, made a strong run at an N.L. wild-card berth.
