Although Great Britain barely participated in 1904, as the only "British" athletes were Irish.

Five countries have participated in every Olympics: Australia, France, Great Britain, Greece, Switzerland. However, Australia participated on a combined team with New Zealand (Australasia) in 1908 and 1912. France only had one athlete in 1904, however some records are disputed and credit him as competing for the United States. Australia, France, Great Britain, and Switzerland did not have their respective flags represented in any way, shape, or form at the 1980 games in Moscow due to pressure from the U.S. to boycott. These countries left it up to the athletes whether or not they should boycott.

There have been 47 Olympics, 26 summer and 21 winter. Three countries have been to all of them (France, Great Britan, Switzerland) and all of them have won gold medals. So the answer is there aren't any.

I know Australia has and then there is some conjecture as to which other countries have. Other countries proposed as having attended all are great britain, France and Greece.
