Depends on when. Tampa Bay and Seattle were the first two, in 1976. Later, it was the Baltimore Ravens, Jacksonville, Carolina, Tennessee Titans (relocated from the former Houston Oilers), Houston Texans, Indianapolis Colts (moved from Baltimore), Cleveland Browns again (reborn after owner moved team from Cleveland to Baltimore). That is, if you are not counting the AFL merger from 1970.

The last expansion teams in NFL history were the Carolina Panthers and Jacksonville Jaguars, who both debuted in 1995. The Cleveland Browns were reborn in 1999 after the team moved to Baltimore and became the Ravens in 1996.

Occasionally the NFL will allow a new team to be formed. If the team is a new team (as opposed to one relocating from another city) it is called an expansion team.
