Since the NFL went to a 16 game regular season in 1978 there have been nine teams to finish the season 1-15:

1) 1980 New Orleans Saints

2) 1989 Dallas Cowboys

3) 1990 New England Patriots

4) 1991 Indianapolis Colts

5) 1996 New York Jets

6) 2000 San Diego Chargers

7) 2001 Carolina Panthers

8) 2007 Miami Dolphins

9) 2009 Saint Louis Rams

Two notable facts about this should be very obvious and answer some potential questions:

  1. no NFL season has had multiple teams go 1-15. If we include the 0-16 2008 Detroit Lions, it still holds that no NFL season has had multiple teams with fewer than two wins
  2. no NFL franchise has gone 1-15 in multiple seasons.
  3. Since the Detroit Lions are not among the nine franchises listed above, it follows that since the 1972 and 1973 Houston Oilers (now the Tennessee Titans) no NFL team has had multiple seasons with fewer than two wins.
