The size 38 is just the size of the area around the chest. It measures the bottom strap of your bra that fastens around you. The letter is your cup size and determines the size of your breasts. For example: a 38A would be small, but a 38D would be large.
A C cup is somewhat larger than average. The number doesn't effect that size of the breast itself unless you are counting the measurement around the breasts. If we are speaking bra sizes, the number is how many inches around the ribcage is. Many people (men - wink!) hear a large number in reference to bra size and think that the higher the number the bigger. Not so. A woman can wear a 48 A, which would mean she would have a larger ribcage/frame and smaller breasts. On the other hand (no pun intended) a female could wear a 30 DDD which would mean she has a tiny frame and considerably large breasts for her size! Hope that helps. :)
