Why does that Super Bowl always start after 5 PM Who decided on that time and why can it not start at about 2 PM?

I personally do not know why Super Bowls start after 5PM. I am one who wishes it would start earlier so I could stay up and watch the entire game.
The NFL knows why. I remember it used to start at around 3 or 4 PM in the 70's.
