Sub-cutanous fat is actually healthy to have, a healthy range os from 12-20% for the average person. However at these levels muscularity and muscle separation is difficult to see.
If you don't train correctly or don't DIET correctly then your body will not be required to use up the energy stored in fat. If this is the case then the fat will stay how it is.
