It's not electical tape, it's a medical tape designed to restrict joints movement to certain axes, or reinforce certain joints. It's also sometimes used on fingers as a way of reinforcing fingers that are still recovering from being dislocated (from meeting an incoming ball with the tip of the finger) by binding the finger to another finger.
