Each nation is allowed to enter a maximum of two swimmers in each individual event or one relay in a relay event. The numbers are limited to provide an opportunity for each country to participate and still be able to conduct the swim meet in a reasonable period of time.

they only send 2 because that's the amount any country is alowwed to send in track they send 3
