It didnt actually create the game. In the early 1820s when Rugby School played their ball spot it was very much like soccer but allowed the player to carry the ball backward to their own team to make a pass. Running forward was not allowed. Web-Ellis collected that ball and ran FORWARD toward the opposing goal. This idea caught on and as students left the school they took this game with them until in 1863 the RFU was formed and the formal rules of Rugby were created
