Due to the curved/circular path of the track, the diameter is longer with each lane that moves outwards. Runners start at intervals for the 400 meter dash so that all runners end up running 400 meters in the end and not more or less.

The do all start on a straight line if the track does not go round a bend.

However when the track is circular and runners are running in lanes, the outside lane is longer than the inside lane. The lane starting position is therefore staggered so that each runner in each lane actually ends up running the same distance.

The start lines are staggered so as to make sure everyone runs the same distance, due to the track being round it would not be an equal difference for everyone without the staggering.

the different lanes positions in the oval have a different circumference relative to the distance from the center of the circle, so the stagger makes up for the length differential.
