Why are the 2008 Olympics the 29TH Olympics when three of them have been cancelled.?

It could just be because they already had all of is planned out and everything... They already had made it official, that the Olympics in 1980 would be the 22nd Olympics, the Olympics in 1884 would be the 23rd Olympics ect... They didn't want to break that tradition.
