There's a common misperception that the team is owned by the City of Green Bay, but that's not the case. The Packers have been publicly owned since 1923, and although most shareholders live in Wisconsin, the team's shares have always been made available to anyone who wanted to buy them. The last time the team put shares on sale was in 1997. (I bought a share, and I've never lived in Wisconsin.)

The NFL no longer allows public ownership of its franchises, but the Packers' ownership structure was grandfathered in when the rule went into place.

Shares aren't publicly traded, and they pay no dividends. All profits go back into funding the team. Shares have gone on sale only a few times in the team's history, most recently in 1997. The only way to get a share now is to buy or inherit one from a current shareholder. There are currently no known plans to offer shares for sale to the general public.

The packers are owned by a corporation, Green Bay Packers, Inc. As of May 20, 2009 there are 111,967 individual share holders. Shares of stock include voting rights, but the redemption price is minimal, no dividends are ever paid, the stock cannot appreciate in value - though private sales often exceed the face value of the stock, and stock ownership brings no season ticket privileges. No shareholder may own over 200,000 shares, a safeguard to ensure that no individual can assume control of the club. To run the corporation, a board of directors is elected by the stockholders. The board of directors in turn elect a seven-member Executive Committee (officers) of the corporation, consisting of a president, vice president, treasurer, secretary and three members-at-large. The president is the only officer to draw compensation; the rest of the committee is sitting "gratis." The team's elected president represents the Packers in NFL owners meetings unless someone else is designated. Green Bay is the only team with this form of ownership structure in the NFL; such ownership is technically in direct violation of league rules, which stipulate a limit of 32 owners of one team and one of those owners having a minimum 30% stake. However, the Packers corporation was grandfathered when the NFL's current ownership policy was established, and are thus exempt. === ===
