It's impossible to put a name to that. It wouldn't have taken long after the invention of the bicycle until someone decided to deliberately ride it over a bump in the road to see what would happen. If they liked the results, it's then an easy thing to start to "improve" the bump, and the the bicycle jump is invented.

The pneumatic (air-filled) bicycle tubes & tires were invented by John Dunlop, if that's what you mean.
