Joseph Stalin followed Lenin as leader of the Sovoey Union.

After Lenin's death, he was followed by a triumvirate of Joseph Stalin, Grigori Zinoviev and Lev Kamenev. Stalin eventually ousted them and took virtual sole power in 1929 but did not become the dictator he is remembered as until about 1932.

The short answer is Joseph Stalin, but that isn't really correct. At first it was Grigory Zinoviev, Lev Kamenev and Joseph Stalin acting as a majority of the Politburo. Later, Stalin allied himself with Nikolai Bukharin and eliminated Zinoviev and Kamenev. Stalin later eliminated Bukharin as well. All three were eventually shot. Stalin did not gain his dictatorial power until 1932 when he had control of the Politburo and the secret police.

At first, a troika of Joseph Stalin, Grigory Zinoviev and Lev Kamenev. Eventually it was Joseph Stalin alone, but that was not until November 1929.

There was a struggle for control among the top four men in the Central Committee, Leon Trotsky, Grigory Zinoviev, Nikolai Bukharin and Joseph Stalin. Lenin had warned against allowing Stalin to take over, but Stalin allied himself with Zinoviev to oust Trotsky. Then he allied himself with Bukharin to eliminate Zinoviev. By then Stalin was so entrenched in the party that he cut ties with Bukharin and simply assumed power in the absence of meaningful opposition.

Stalin eliminated Zinoviev and Kamenev and allied himself with Nikolai Bukharin and they ruled for awhile. In 1929, Bukharin was eliminated and Stalin was the leader, but it wasn't until about 1932 when Stalin had eliminated all the old Bolshevik leaders that he became the dictator that he is remembered as today.
