If the question is meaning, "Who is eligible to play in the main AFL competition?" then, as I understand it, each club is limited to a list of about 40 players each year to pick from. It needs to tend that list by a certain time each year to AFL Head Quarters. I believe a player wanting to play AFL nowadays needs to be formally reviewed by the club's talent scouts and is then invited.
Decades back, one was able to request a training session with the club to which he was zoned via the club secretary. I actually did that myself.
