Officiating officials in Track and Field are called timers. They use stopwatches and whistles to start and time events. Other officiating officials in track and field are measurers. They make sure measurements, like in the long jump, are recorded properly.

What do you mean by "who are the officials"? There are officials for every event to make sure you do not false start (running events only), don't fault (for long/triple jump, and throwing events), to put the bar back up and count you faults (jumping [high jump and pole vault]), to measure how far you jump/throw, and to make sure the meet goes quickly and as smoothly as possible :)

Track and field has a starters (obvious), referees (rules interpreter) , clerks (assigns starting positions) , and field event judges (measuring jumps and throws as well as enforcing rules in their field events).

there are not usually any officials, there are people who are running the event and they would be right next to the finish line or beside the field event
