Who holds the most consecutive bowl games won?
Zero, it has never been done ! However, the Packers have won three consecutive NFL championships: 1929-31 and 1965-67. The first three were in the pre-Super Bowl era, and the second three overlapped with the beginning of the Super Bowl era: The Packers won in 1965, the last season before the Super Bowl, and then went on to win the first two Super Bowls.
As of the end of the 2009 NFL season, their are two (2) teams that have been to the Super Bowl four (4) times and both are both 0-4. They are, the Buffalo Bills and the Minnesota Vikings.
The Rose Bowl is the oldest college bowl game, starting in 1902, and there are three bowl games that started play in 1935 and are tied for second oldest (Orange Bowl, Sugar Bowl, and Sun Bowl). Next comes the Cotton Bowl whose first game was in 1937.
It is in the forties. the number is always stated when the Super Bowl is held, hence Super Bowl XL ( Roman numerals usually used) the first Super Bowl was held in l966 or l967 and was won by the Green Bay Packers. Unlike College Bowl games they are never keyed to a specific Stadium but rotate.
Michigan has been to 33 consecutive bowl games. And it appears that this may be in jeopardy with their 1-2 start in 2008 and Wisconsin coming up this weekend. http://thegame.blogs.michigandaily.com/2007/12/02/michigan-to-face-florida-in-the-capitol-one-bowl/
The "active" consecutive bowl game leader is Michigan, with 31 and counting.

Notre Dame 9
Currently, as of the 2007 season, two. The Cornhuskers did not play in a bowl game in the 2004 season when their record was 5-6. Nebraska played in bowl games in 35 consecutive seasons between 1969-2003.
The buffalo Bills
That would be the Rose Bowl which has been played every year since 1916.
