While there is not a definitive Babe Ruth rookie card, the 1921 Frederick Foto Babe Ruth card has three (3) known examples. While the 1909 T206 Honus Wagner is thought to have 50-75 examples.

The T206 Honus Wagner card is probably the rarest and most valuable, but there are 1/1 inserts, which means only one has ever been made. But they don't come close to the value of the Honus Wagner. the Babe Ruth Rookie card is the rarest.
I think that almost everyone would say Babe Ruth. Babe Ruth, no doubt.
