There might be a bit of a debate about this question. Roger Staubach, the first Cowboys quarterback ever elected to the Pro Football Hall of Fame, was a member of five Super Bowl teams and started four NFL title games, winning twice. Troy Aikman, who also was elected to the Pro Football Hall of Fame, won three Super Bowls in four seasons.

That said, the edge should go to Staubach because his leadership got the Cowboys over the hump during an era when the team failed to win championships. The 1963 Heisman Trophy winner from Navy contributed much to Dallas' glamorous image as "America's Team" during the 1970s.
