The best place to learn to surf is on a long beach, so not too choppy and not monsters, or a rip currents. A long wave will give you enough time to get to your feet and you might just catch the Surfing bug.
This is a subjective question, but many people will probably say Hawaii. Oahu has some of the most high quality surf breaks in a certain area than anywhere else but it all depends on opinion. There are many Islands in the Pacific that have equally good surf to Hawaii but are less accessible. There is a break in Peru called Chicama that is credited with being the worlds longest break not counting river bores, it can be surfed for over 2.5 Miles.
But, personally my favorite place to surf is El Salvador. I recently went on a trip there through gosurfelsalvador.com, they made my trip easy and relaxing. I went to paddle surf (I brought my own boards, costing a little over 100$) but also got in some great jet sking and tow in surfing. I was originally going to stay for just a week but decided to stay for two due to the great resort. I especially enjoyed the Las Flores Surf Club. The accommodations at Las Flores where beautiful. They had a swim-up bar, clean and comfortable rooms, and the hotel facilities are amazing. One of the best things was that the entire trip was a little over half the price of my trip to Hawaii.
There are a lot of places. If you are looking for just having fun, head to Waikiki in Honolulu. If you head to the North Shore, there will be a lot of serious amateurs or possibly pros so that will not be good if you are a beginner surfer and aren't familiar with the general surfing rules. They have high egos and can get angry easily. Hawaii is a surfing paradise so head anywhere and they will all be good spots. It depends on the tide and wind as well. Sometimes other places will have better waves than others so one time the North Shore may not be so good and Lanikai Beach will be awesome. Lanikai Beach is in Kailua and it's one of the most famous beaches in the world. Check it out! I haven't been to Hawaii but I have a friend in Kailua who lives on Lanikai beach and I know a bit about the surfing there.

Go to some of the worlds best surf spots. Go to Shipsternsbluff, Ours, Kirra Point, and The Right. If you look up those surf spots you can find them on google maps. Kirra Point and Ours are places that aren't that big. The rest are big wave surfing spots that are fun waves to surf or to watch.
Its imposible to surf in the golf of Mexico, couse there isn't any waves over there, if you want to surf go to the pacific of Mexico Sayulita, la ticla, zipolite, there are like 10 in total, in fact a lot of guys from Canada and USA are over there for the winter.
