Hitting the cue ball in is a foul referred to as a scratch. The colored ball does not count under most Rules.

If the cue ball does not hit the object ball cleanly (not on center) then the energy will be divided between the cue ball and the object ball sending them off in right angles to each other (the re-direction of the cueball will be at a right angle to the direction that the object ball takes off at). If a spin (either forward, backward or sideways(english)) is present when the cue ball strikes the object ball, that energy generally is not transfered to the object ball and will affect how the cueball moves after striking the object ball.Hope this helps.

By "out" I assume you mean off the table. If you hit the cue ball off the table it is a scratch, and is taken in the kitchen. If you hit a playing ball off the table, it is put in the pocket or in the center of the table depending on the rules you decide before the game (traditionally it is pocketed), and it becomes the other players turn. If you hit the 8 ball off the table, you lose. ADD: Good answer, but slightly incomplete. First off, I will assume you don't mean billiards, but pocket billiards, and further assume you mean the traditional game of 8 ball, or "Boston". If the cueball leaves the table(and remains off the playing surface) it is a foul. Except on the break, the incoming player receives ball in hand. On the break, the cueball must be placed "in the kitchen". If the cue ball leaves the table, but returns, without hitting anything (chalk, light fixture, wall, player) it is legal. The cueball may travel down the rail, spin back on the table, this is fine. Any object ball that leaves the table is pocketed, and a foul occurs, unless it is the 8 ball, then loss of game occurs.

No. All that has to happen at the breakoff (the first shot) is for the cueball to hit a red first.

If you are off the green, and your partner's ball is on the green, you pitch on and you hit theirs and yours goes in it is counted as holed and they must replace their ball to where it was before you hit it. If you hit on and hit their ball and that goes in the hole, you play yours as it lies and you must replace their ball. If you are on the green and hit their ball it is a two shot penalty, or loss of hole in matchplay.
