As of the 2010-2011 season, that is not the exact rule. While on option is to take one year of college, you can still play in the NBA if you do not take college and are 19 years old. Instead, you can play overseas in another Basketball league, or simply wait until you are 19.
With that said, however, the NBA has no intention of getting rid of this rule. There have been many discussions regarding making the rule more restrictive (i.e. 2 years of college), but there will be no chance of getting rid of it.
