That depends on what you are using it for. Obviously, if you are dirt biking, you should use a dirt bike, and otherwise use a street bike. Start out with what you are going to use the most - dirt (freestyle) or street racing.

First make sure the bike is in neutral and push kick start down on right side of the bike.
It adds fresh air, leaning out a rich mixture. Think of it as the opposite of a chock. Many riders use it every time they start a warm bike. Others only use it when they stalled or flooded their engine. Pull the lever as you kick and release it once the bike kicks over.
atv are better and stfer Dirt bikes are just as safe as an atv. Safety is the riders responablity. the same thing.
