in the 1920's; when he came to power in 1924 he proposed the five-year plan. from 1928-1932 the first five year plan turned Russia from being agricultural to being industrial very rapidly. Stalin wanted russia to be at the same level or if possible in advance of the military, economic, factory, etc technology of all other countries. However, ending the agricultural economy led to the soviet famine in 1932. If Stalin had not industrialized the soviet union by 1941, they would have not had the weaponry ( t-34 tanks, artillery, etc ) to fight the Nazis and far more Russians would have died in World War 2, possibly all of them. In world war one russia did not have modern weaponry and they were slaughtered in battle due to the Germans having far better weapons, Stalin was angry of this.

Stalin did not "take over" the Soviet Union on any particular date. It was a gradual process over many years. This is because the Communist Party ran the country through it's Politburo of the Central Committee and Stalin was only one among several that had a chance to take control. During Lenin's last year alive and immediately after his death in January 1924, the troika of Stalin, Grigori Zinoviev and Lev Kamenev led the Soviet Union.

Then after a few years, Stalin ousted them and teamed up with Nikolai Bukharin.

Stalin gradually eliminated the Bolsheviks that had been around at the time of the October Revolution, because Stalin could have been voted out of power by the Party.

Stalin ousted Bukharin and stocked the Politburo and the secret police with people who would be loyal to him.

Bt 1932, Stalin had definetly gained full control of the Soviet Union.

So 1924.
