There probably isn't a speed control on the golf cart itself, but on its engine. To get more or less speed out of it, you would need to mess with the governor (on the engine itself).

The battery is probably running out. A battery for an electric trolley usually only lasts around 70 rounds you should charge it up and try it next time. If the problem persists you may need a new one.
First remove the timing cover , and then remove the Idler, this is the one with the eccentric on it. At the top of the motor you will see a knotch, and on the cam gear you will see a hole, line those up, make sure the crank keyway is straight up, and put it all back together.

It would take 3 batteries of 12 volts each to get 36 volts. You would connect the negative pole to the positive pole. Then you would have 36 volts. Make sure you connect positive to positive and negative to negative on your golf cart. Otherwise, you can ruin everything.
