Lenin's New economic Policy was put in place to save the Soviet Union's economy. It introduced capitalism, replacing the previously socialistic economy.
The nep was supposed to create a stronger soviet union.

It was designed to do this by rebuilding the economy. After the Bolshevik takeover and two years of civil war and Lenin's "war communism," the Soviet economy was producing less than it had in the last years of the Tsarist regime. The NEP temporarily introduced some elements of capitalism in certain areas of the economy such as peasant agriculture and small businesses. The idea was that, especially the farmers, would be motivated to produce more crops.

Lenin based his new economic policy around a tax called a prodnalog, a tax on food. The tax was less harsh than the requisitioning that had been done earlier. Any food not needed to pay the tax or feed the family could be sold. This gave the farmers a greater incentive to produce more crops.
